Myth of Popular Sovereignty

Modern politics is driven by the disconnect between the belief in popular sovereignty and its reality. Political theorists regularly proclaim that the people are sovereign but the reality is that they are not. At any given time and in a given nation, a governing elite are the real source of power who make the rules. In a modern democracy, these elites are supposed to represent the will of the people. However, there is a built in conflict of interests in this system between the good of the elite and of the people. While the rule of law and the accountablity of elections is created to protect to will of the people, the elite always control When this disconnect becomes to great to bear, the people, led by are revolutionary elite, overthrown the existing elite in the name of the people. The revolutionary elite are established in power and the cycle repeats
